Nature of Work
The Help Me Grow (HMG) Health and Human Resources Specialist (Family Outreach Specialist) performs administrative duties, provides technical assistance, and facilitates daily operations of the West Virginia Home Visitation Program’s (WVHVP) HMG coordinated intake system.
This position works under the administrative direction of the Help Me Grow Program Coordinator and collaborates closely with both local and state partners to support resource and referral linkages, as well as promote the importance of developmental screenings.
Key Responsibilities:
- Ensure all components of Family Outreach Coordination meet compliance requirements outlined by the national HMG model.
- Exercise independent judgment to carry out appropriate action steps in meeting the federal Maternal, Infant, and Early Childhood Home Visiting (MIECHV) requirements for family outreach within the statewide HMG project.
- Develop a multi-tiered training program on Family Outreach Coordination for use in promoting HMG among early childhood partners.
- Assist in the preparation of grant applications and annual reports related to HMG.
- Collaborate with statewide WVHVP and other early childhood partners to conduct outreach efforts targeting families, child care centers, home visiting programs, and community partners regarding HMG and resource/referral processes.
- Follow all DOP/DH/BPH/OMCFH policies and procedures.
- Attend WVHVP Leadership Team Meetings and perform other duties as assigned by the Help Me Grow Program Coordinator.
- In-state travel is required, with some out-of-state travel.
Minimum Qualifications
Training: Bachelor's Degree from a regionally accredited four-year college or university.
Substitution: Additional experience as described below may be substituted for the required training on a year-for-year basis.
Experience: Four years full-time, equivalent part-time paid or volunteer experience in a technical or program area that is related to the area of employment.
Substitution: Post-graduate education in a field related to the technical or program area may be substituted for the required experience on the basis of fifteen semester hours for one year of experience.

Pay: $41,194.00 - $71,789.00 per hour
