In a protracted and worsening humanitarian context, the Programme Specialist will be responsible for providing strategic guidance and technical leadership in the planning, conceptualization, implementation, monitoring and evaluation of gender equality and gender based violence related initiatives. The incumbent will provide technical inputs to the design , planning, implementation, monitoring and evaluation of gender equality and GBV programme including support to UNFPA Myanmar’s Women and Girls First programme Phase 3.
The international consultant will chair and represent UNFPA in various coordination bodies in the areas of gender, GBV and humanitarian coordination. This will include coordination among UN agencies, and with external stakeholders and partners.
Under the direct supervision of the Deputy Representative and overall supervision of the Representative in Yangon will be responsible for providing overall strategic guidance and technical leadership in the planning, conceptualization, implementation, monitoring and evaluation of gender equality and gender based violence related initiatives.
The senior management may allocate additional duties within the thematic areas.
You would be responsible for:
Under the direct supervision of the Deputy Representative and overall supervision of the Representative in Yangon will be responsible for providing overall strategic guidance and technical leadership in the planning, conceptualization, implementation, monitoring and evaluation of gender equality and gender based violence related initiatives.

You would be responsible for:
A. Programme development, Implementation and Monitoring
- Coordinate and support the development and implementation of Gender Equality and GBV programme and oversee budget allocation and utilization of funds in coordination with fund managers.
- Strengthen partnerships and programme management mechanisms to ensure timely and adaptive oversight of programme interventions. Ensure that IP budget usage is tracked and progress on reaching targets is monitored.
- Provide technical guidance and support in the implementation in the areas of gender equality and GBV prevention, mitigation and response.
- Support and coordinate the implementation of GBVIMS
- Coordinate, prepare and contribute to the preparation of timely progress/donor reports.
- Promote linkages between existing GBV and SRHR interventions.
- Coordinate needs identification, procurement plans development, preparedness and distribution of clean delivery kits, dignity kits and other women’s essential items.
- Promote further localization and accountability to affected populations.
B. Partnerships and Coordination
- Represent UNFPA in various coordination mechanisms including Gender Theme Group (co-chair), MARA, Gender in Humanitarian Action and others.
- Support coordination, especially on technical matters, with the Ministry of Social Welfare on workplan implementation and development of new workplan.
- Coordinate closely with implementing partners and other stakeholders.
- Maintain close coordination with UNFPA GBV subcluster coordinator.
C. Resource Mobilization
- Advocate for inclusion of GBV response in Humanitarian Needs Assessment and response plans, as well as, in CERF and other humanitarian funding calls.
- Support interaction with donors on GBV programming.
- Contribute to the development and writing of proposals.
D. Capacity building
- Provide technical leadership on GBV in emergencies related matters, including revision of different guidelines and procedures.
- Coordinate provision of technical support and training in GBV in emergencies and Mental Health and Psychosocial Support related matters.
E. Monitoring, evaluation and reporting
- In close coordination with the monitoring and evaluation (M&E) team, ensure timely analysis of and reporting on programme implementation including the implementation of GBV components of the Women and Girls First Programme phase III.
- Oversee the development, implementation, monitoring and reporting of IP workplans.
Duration and working schedule:
The consultant is expected to work full-time for 4 months starting from the contract date or from 1 July 2025.
Place where services are to be delivered:
The consultancy will be home based remote work with extensive duty travel to Myanmar.
Qualifications and Experience:
Education:
Advanced University Degree with five years of relevant work experience in social work, other social sciences, gender studies, public/community health or other relevant field or a lower university degree with seven years of relevant work experience in social work, other social sciences, gender studies, public/community health or other relevant field.
Knowledge and Experience:
- Demonstrated experience working on gender issues in development, particularly GBV, including relevant international human rights standards; and operational and advocacy experience implementing UNSC resolutions on Women Peace and Security (1325, 1820, 1888, 1889 and 1960);
- Knowledge of sexual reproductive health and rights and protection issues across the development- humanitarian- and peace-building nexus including mental health and psychosocial support;
- Prior training in gender and GBV issues and their application in humanitarian, conflict, recovery and development settings;
- Experience in utilizing the following international tools: GBV Standard Operating Procedures; GBV Information Management System; IASC GBV Guidelines; IASC Gender Handbook; GBV Coordination Handbook; GBV Essential Services Package; and WHO Ethical and Safety Recommendations for Researching Gender-based Violence in Emergencies; and the IASC Guidelines on Mental Health and Psychosocial Support.
- Experience advocating for the development and implementation of gender and GBV-related policies at the national and sub-national levels; and
- Field experience in complex emergencies, including humanitarian emergency response.
Languages:
Excellent written and verbal skills in English are required.
