Reporting to the Midwifery Services Program Lead, the Registered Midwife is a maternity care professional who provides comprehensive primary care to individuals and their newborns during the childbearing period as per the scope of midwifery care, including the ordering and interpreting of diagnostic tests, prescribing and/or administering medications, and performing minor surgical and invasive procedures. The Registered Midwife provides the full range of care needs to develop, implement and evaluate care throughout the prenatal, intrapartum and postnatal period for individuals and their babies for at least six weeks after birth. The Registered Midwife provides preconception care and aspects of reproductive care. The Registered Midwife promotes vaginal birth and facilitates choice for women. They lead the birthing process in a variety of settings, including our family friendly birthing space in hospitals and community (home births). They will have admitting and discharge privileges in hospitals and work collaboratively with other health care professionals and ensure the highest professional standards using an evidence based, care planning approach. The Registered Midwife works to achieve the organizational goals as set out in the Business and Strategic Plans for Health PEI.
Duties:
- Provides comprehensive client-centered care as per the scope of midwifery professional practice and standards to individuals from preconception, during pregnancy, labor, birth and postpartum, and newborn to at least 6 weeks.
- Provides care in a variety of settings including community, such as client’s home, clinics, and designated hospitals where privileged within Health PEI.
- Provides primary midwifery care as the identified lead maternal newborn care provider in accordance with the Midwives Regulations under the Registered Health Professions Act, Standards of Practice, Code of Ethics, policies, and guidelines to support the health and well-being of childbearing individuals, infants, and their families.
- Initiates consultations and referrals to other health care providers and/or community agencies in accordance with practice policies and standards as needed.
- Communicates with clients and their families in a manner consistent with their level of understanding, culture, and background that is consistent with and meets their individual needs.
- Attends births in the capacity of primary birth attendant or serves as second birth attendant.
- Accompanies client in ambulance to receiving Island facility if circumstances warrant it during a home delivery.
- Works independently to assess and manage conditions in the client or the newborn that are within the midwife’s scope of practice including ordering and interpreting diagnostic tests, prescribing and/or administering medications, and performing surgical and invasive procedures appropriately, as per Midwives Regulations and standards.
- Working as part of a midwifery team, the Registered Midwife will contribute to the future development of the maternity service through participation in development initiatives.
- Identifies conditions outside the midwife’s scope of practice that warrant assessment and medical management, and initiates consultation and referral to other appropriate care providers or provincial programs.
- Provides emergency care/life-saving care as required to prenatal, intrapartum, postpartum, and newborn clients.
- Collaborates in prevention and risk reduction strategies to reduce the incidence of substance use during pregnancy and after birth (including information, screening, and referral).
- Provides mentorship to students and newly practicing midwives and other health professions, health care providers by coaching, teaching clinical skills and having them job shadow. (I.e. nursing students, paramedic students, nurses, physicians, etc).
- Prioritizes and leads pregnancy and postpartum clinics, health promotion activities, attending births, urgent and emergent clinical situations.
- Develops and maintains documentation as per professional practice standards, program protocols and operational (RIM) requirements.
- Other duties as required.
Minimum Qualifications:
- Graduated from a recognized Canadian Midwifery Education program or equivalent in accordance with the PEI Midwives Regulations.
- Current registration or eligibility to register as a midwife in Canada; and eligible to register in PEI.
- In depth knowledge of the Midwives Regulations, Standards of Practice, Code of Ethics, policies, and guidelines to practice in compliance with the model and standards of practice.
- Comprehensive knowledge of and an ability to apply new practice methods and approaches as well as current evidence-based midwifery theory and practice to provide safe and competent primary care to individuals and their families.
- Demonstrated ability to apply analytical thinking and problem-solving strategies, in a variety of settings.
- Demonstrated significant ability to communicate effectively with excellent interpersonal skills.
- Knowledge of and an ability to apply principles of adult education to develop, deliver and participate in orientation and training to health professionals and allied health workers.
- Advanced skills and ability to identify and work collaboratively within Health PEI, the community, and provincial programs to ensure appropriate support to clients and their families.
- Ability to use computer systems within hospital and community based EMR.
- Knowledge, skills, and ability to utilize a computer and the internet to acquire, manage, and disseminate information related to midwifery practice and the maternity care program.
- Knowledge of Indigenous culture and traditions an asset.
- The successful applicant must have a proven good work ethic.
- A valid driver’s license and working vehicle will be required including valid automotive insurance.
Other Qualifications :
- A minimum of 3 years recent autonomous clinical midwifery preferred.
- Recent experience practicing as a registered professional midwife in Canada preferred.
- Bilingualism or ability to speak other languages would be an asset.

Salary Range: $41.62 - $52.04 per hour (Level 19 – UPSE Health, Labour Market Adjustment Applied
