This position is located within the Department of Health Care Finance (DHCF), Office of Rates, Reimbursements and Financial Analysis. The mission of DHCF is to improve health outcomes by providing access to comprehensive, cost-effective and quality healthcare services for residents of the District of Columbia.
The incumbent serves as a Program Analyst responsible for analyzing and building financial models with a focus on maternal health provider cost and spending across all service delivery areas under the umbrella of the public health care system including but not limited to analyzing cost and utilization data for a value-based payment alternative payment model.
Duties and Responsibilities
Ensures coordination and consistency among maternal health reimbursement policies developed by various Administrations within DHCF to inform maternal health policy and for programmatic decision-making. Performs detailed analyses information of maternal health providers in the Medicaid, Children's Health Insurance Program (CHIP), Alliance and the Immigrant Children Program to allow for the identification of administrative efficiencies and coverage/delivery policy areas for improvement.
Develops and produces trend and rate-setting analysis for maternal health providers to determine spending patterns for each provider type. Conducts detailed data analysis on databases containing maternal health claims to establish benchmarks for a maternal health alternative payment model. Independently researches and analyzes the medical, demographic, legal, ethical, political and financial components of payment issues and makes recommendations based on research findings.
Qualifications and Education
Specialized Experience – Experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and this is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Tour of Duty: Monday – Friday; 8:15 am - 4:45 pm
Duration of Appointment: Career Service – Term Not-to-Exceed (NTE) 13 months. This is a grant funded position; continued employment will be contingent upon available funding.
