POSITION SUMMARY:
The General Manager is responsible for overseeing the management of day-to-day operations for all San Antonio health centers in a way that ensures the effective delivery of high-quality services in a patient-centered environment. Holds ultimate authority for the selection, supervision and dismissal of all health center staff at all health centers. Keeps the Senior Director of Clinical Services closely informed about the operations and functioning of all health center sites.
ESSENTIAL FUNCTIONS:
1. Creates and maintains health center environments that are characterized by excellence, privacy and respect for the patient, their health and their dignity.
2. Keeps the Senior Director of Clinical Services well informed regarding the operations of the health centers. Monitors the needs of the community, of the patients, and of the health centers, and analyzes that information and makes recommendations to the Senior Director of Clinical Services regarding best practices to be implemented.
3. Directly supervises the health center staff to ensure that high quality customer service in a patient-centered environment is being delivered to all patients at the health centers. Determines staffing needs and approves all staff selections and work site assignments for all health centers. Recruits, supervises and evaluates the employment of health center staff, always ensuring that the health centers have assembled a staff of high caliber professionals who achieve performance goals. Holds all health center staff accountable to expected productivity and performance standards, including high quality patient care and customer service expectations (through annual performance monitoring and implementing corrective action or performance improvement plans when expectations are not being met).
4. Works closely with the Senior Director of Clinical Services, Medical Director and the Senior Clinical Leadership Team to develop and improve the health care policies and procedures, ensuring that those policies and procedures are consistently implemented throughout the health care centers. Ensures that all medical and administrative protocols are communicated to and followed by health center staff. Makes recommendations for new program, administrative and financial guidelines, policies, procedures and protocols or changes to existing ones as needed.
5. Keeps current with all medical and administrative protocols (including but not limited to those issued by the Department of State Health Services (DSHS) and Planned Parenthood Federation of America (PPFA) and organizes clinical services and other activities in accordance with those guidelines.
6. Leads and ensures compliance throughout the health centers with guidelines and requirements from funders, accrediting, licensing and governmental authorities.
7. Works cooperatively with the Director of Quality & Compliance to ensure that all Continuous Quality Improvement measures (including but not limited to QA, RM, CLIA, OSHA, PPFA and DSHS regulations) are followed.
8. Complies and enforces the Health Insurance Portability and Accountability Act (HIPAA) as amended to ensure the privacy of protected health information (PHI / ePHI) in the execution of all job duties. Takes immediate action when a potential breach has occurred.
9. Works closely with the Senior Director of Clinical Services in developing the annual operating budget.
10. Works very closely with the Senior Director of Clinical Services and the Director of Finance to monitor the financial performance of the health centers, recommending and implementing changes and adjustments throughout the year in an effort to achieve budget goals and the best possible financial performance. Works closely with health center staff, the Director of Finance, and others to maximize revenue and control cost.
11. Leads the health centers’ efforts and participates in activities to achieve established productivity goals, revenue cycle goals, and to reduce cost.
12. Ensures that the health centers maintain an adequate inventory of all supplies needed for the delivery of client services, while monitoring expenses and controlling costs so that the health centers operate within the financial parameters laid out in the annual budget.
13. Ensures that cash receipts are handled and recorded accurately, deposits are made, and all related reports and documentation are forwarded to the Accounting Department within the specified time frame.
14. Determines (and/or oversees health center staff that determines) client eligibility at the health centers.
15. Documents patient information in the Electronic Medical Record (EMR) in a complete and accurate manner, while also ensuring effective use of EMR in the health centers by all health center staff.
16. Works collaboratively with other staff to promote the clinical services to the community and mobilizes the health center staff to do the same.
17. Keeps current regarding the content of sexual and reproductive health information and the clinical practices and procedures that govern the delivery of medical services therein.
18. Keeps current with all defense and security procedures and ensures those procedures are followed.
19. Attends meetings and participates on committees as requested, including but not limited to the Senior Clinical Leadership Team (SCLT).
20. Performs other related duties as assigned.
21. Complies with the House Rules, which are a required part of the organization’s orientation, training and performance standards.
QUALIFICATIONS:
Education: RN is highly desired. However, an experienced individual with a HS/GED who has at least five (5) years experience in direct management or supervision of staff in a health care setting may serve in lieu of RN/LVN license.
Experience: Experience in family planning, women’s health or sexual and reproductive health required. Experience in supervision of staff and the management of a budget is required. Electronic Medical Records (EMR) experience is strongly preferred.

- Access to personal transportation with ability to travel within the service delivery area.
- Willing to travel outside the service delivery area several times a year.
- Sensitive and competent regarding issues of multiculturalism.
- Comfortable with issues of sexual and reproductive health.
- Able and willing to work for an organization that supports a patient's right to make personal decisions regarding health care including their right to choose what option is best for them if faced with an unintended pregnancy.
- Demonstrates a strong, personal commitment to the organization’s position on customer service, internally and externally, for all clients, all services and all departments.
