Description
The Team Supervisor works within the assigned region and lead agency structure to implement the Parents as Teachers (PAT) model with fidelity and in accordance with the established model guidelines. The Team Supervisor functions in the role of supervisor for an interdisciplinary team of Family Support & Coaching Professionals (FSCPs) who are known as Parent Educators (PEs) within the PAT model. The team also includes one Lead Parent Educator and one Administrative Assistant in specified regions.
The Team Supervisor is responsible for directing, planning, implementing and evaluating activity for the Parents as Teachers (PAT) model in accordance with the established policies, procedures and standards of the Louisiana Maternal, Infant, and Home Visiting Family Support and Coaching program. Direct supervision for this position is provided by an assigned MIECHV RN Supervisor B or MIECHV RN Program Consultant. The Team Supervisor practices within the National Association for the Education of Young Children (NAEYC) Code of Ethical Conduct and adheres to the policies, procedures and standards of the Louisiana Department of Health/Office of Public Health/Bureau of Family Health.
For RN Team Supervisors only: the RN Team Supervisor practices within the scope of practice designated by the Louisiana Nurse Practice Act (LRS 37:911) and adheres to the policies, procedures and standards of the Louisiana Department of Health/Office of Public Health.
Minimum Qualifications
· At least a bachelor’s degree in early childhood education, nursing, social work, health, psychology, public health or a related field.
o For RN Team Supervisors only: must have unrestricted/current licensure as RN in Louisiana or Multi-State Compact license.
· At least 5 years of experience working with families and young children.
· Minimum of 2 years supervisory experience required
· Experience working with diverse populations
· Experience in working with teams and team building within organization and/or communities
· Ability to maintain relationships based on trust, support and growth with team colleagues and community members
· Ability to communicate clearly verbally and in writing
· Must be highly organized and accountable as well as independent and self-motivated
· Proficient with computers skills; including but not limited to web browsing, word processing, data entry, use of Microsoft Word, Excel and Power Point

Duties
· Achieves and maintains current knowledge and skills in the PAT model to assure implementation and administration of the PAT model with fidelity including:
o Collaborates with lead agency and direct supervisor for program development when initiating a new PAT team.
o Interviews applicants for the PAT staff positions, makes recommendations for hiring and supervises the orientation of new staff.
o Assures the clinical quality of the program, including the completion of personal visits, screenings, Group Connection meetings, and the formation of a comprehensive resource network as prescribed by the model.
o Supports staff in maintaining caseloads of families who have been identified as eligible for PAT. Ensures that staff meet LA MIECHV and PAT documentation guidelines, caseload and productivity expectations and professional performance expectations as set forth by PAT and LDH/OPH/BFH/ MIECHV.
o Plans, assigns, and reviews employees' work, counsel’s employees on work related issues, reviews policies for staff compliance, completes performance planning and evaluations and makes recommendations on a formal and informal basis; interprets policies and procedures for employees; reviews administrative and client records in accordance with LA MIECHV policy for compliance and completeness.
o Assigns clients to caseloads and monitors the PEs ability to build, manage and maintain their caseload. Monitors client retention patterns and supports PEs in development and implementation of strategies to improve client retention when indicated.
o Provides expert clinical and administration supervision and guidance of the PEs as they implement the PAT model through in person client visits.
o Continually assesses staff competencies and professional development needs. Coordinates planning and implementation with the LA MIECHV Clinical Developer/Educator to meet the education needs of staff.
o Ensures that PEs are aware of current community resources and refer clients for needed services not provided through the PAT model.
o Conducts visits with PEs employees to provide counseling and assistance when needed.
o Ensures that PEs have completed necessary screenings, services, documentation and planned follow up according to established guidelines.
o Supports home visiting staff through regular reflective supervision, as they exert emotional labor as they work to support families.
o Conducts weekly meetings with the team for the purposes of case conference and team meeting; also conducts supervised home visits in accordance with PAT requirements and LA MIECHV policy.
o Supervisors are required to maintain competency in the PAT model and all home visiting skills and responsibilities, as there are times they may be required to complete visits with clients.
o Utilizes data collection systems proficiently. Oversees and ensures timely and accurate data input and utilizes the web-based data collection system reports as well as other reports available through Penelope for Continuous Quality Improvement (CQI). Is able to instruct employees in appropriate documentation and data entry.
o Collects and monitors team data to monitor program performance, measure program effectiveness (including annual submission of the Affiliate Performance Report). Completes monthly report for the team by the 7th of each month.
o Ensures all staff fulfills requirements as set forth by funding sources and state MIECHV personnel. Ensures that billing and other documentation for fiscal operations is accurate, appropriately documented and submitted in a timely fashion.
· Complies with PAT/MIECHV/LDH/OPH/Bureau of Family Health policies and procedures.
· Completes annually required competency-based professional development hours in order to meet the annual standards for PAT and ensures that staff also meets the requirement.
· Attends and participates in MIECHV Staff meetings and conferences, regional meetings and other professional meetings.
· Coordinates with other home visitation and maternal child programs within the region/parish.
· Participates in community outreach activities to assure and encourage referrals to the MIECHV program.
· Assists in program development and educating others about program services.
· Works effectively with the Infant and Early Childhood Mental Health Clinical Specialist, where available, and assists in developing relationships within the team.
· Plans and reviews the annual budget for the team and monitors the purchase of supplies and equipment throughout the year.
· Contributes to Total Quality Management processes, including Continuous Quality Improvement (CQI). Guides team members in CQI and quality assurance processes, including but not limited to monthly client record reviews and client satisfaction surveys.
· Provides other documentation regarding other program activities as requested by OPH/BFH.
· Participates in the planning and implementation of the Community Advisory and Action Team (CAAT) meetings for the region, representing public health and public health nursing to community groups. Through the CAAT meetings and other activities, promotes PAT and other public health programs in the community to cultivate and maintain referral sources and partnerships.
· For all team supervisors: participates in Emergency Preparedness activities such as bioterrorism preparedness and other events, which require activation of the emergency response system. Accepts shifts as assigned which may be outside of usual work schedule.
o For RN Team Supervisors only: Provides emergency care in the community as designated within the Office of Public health and in accordance with the scope of nursing practice. Provides professional nursing care and leadership in response to emergency situations in the community and statewide, on a 24 hours a day, 7 day a week basis. Reports for duty in Medical Special Needs Shelter(s) or other emergency response location when needed.
· Maintains current cardiopulmonary resuscitation (CPR) certification at all times. For non-nursing team supervisors, Heartsaver meets this requirement.
· Utilizes personal vehicle for routine travel to complete required job duties and adheres to travel policies and procedures.
· Accepts and performs additional duties not listed in the job description to ensure smooth agency operation.
