Job Responsibilities
Job Summary – About The Position
Reporting to the Georgia Special Supplemental Nutrition Program for Women, Infants and Children (WIC) Breastfeeding Program Manager, the Program Regional Breastfeeding Liaison (RBL) is responsible for promoting optimal breastfeeding support practices by serving as a link between the state WIC office and local agencies. The RBL actively participates in supporting efforts to implement the Food and Nutrition Services WIC Breastfeeding Promotion and Support Activities, and State of Georgia Strategic Plan objectives. The RBL will equip stakeholders to deliver brand equity and ensure WIC moms are provided information, resources, and support, making breastfeeding the community and family norm. The RBL will coordinate and assist with various special projects, offering technical support to local agencies.
In addition to general program support the RBL serves a variety of functional areas, as needed, while supporting Program and Nutrition Specialists with programmatic matters.
Job Duties And Responsibilities
- Monitors an assigned regional area through the implementation of the WIC Breastfeeding Support brand, to include social media, buddy program, and the WIC Breastfeeding Curriculum.
- Leads the WIC Buddy Program statewide rollout utilizing existing criteria.
- Coordinates and facilitates WIC Breastfeeding Curriculum training.
- Builds awareness of WIC’s breastfeeding support services to community partners that interface with WIC families, such as health care providers, hospitals, community and faith-based organizations, coalitions, etc.
- Develops connections with community partners to promote and support breastfeeding.
- Works closely with hospitals to establish a referral pathway to local agencies.
- Assesses barriers to breastfeeding.
- Plan and lead implementation of strategic interventions.
- Creates presentations as assigned for a variety of stakeholders.
- Promotes professional breastfeeding education opportunities to local agencies, community partners, health care providers, and hospitals.
- Partners with WIC Program Specialists to ensure training material is up-to-date and easy to access.
- Aids with assessments, monitoring, and ordering of local agencies breast pumps, supplies, and accessories.
- Maintains active knowledge of state and federal legislative actions impacting breastfeeding
- Conducts local agency program review and site visits for program operations, nutrition, and breastfeeding for compliance and develops corrective action summaries.
- Leads and participates on assigned committees and workgroups, as needed.
- Monitors assigned regional area and analyzes trends to support Operations Program Specialists, Nutrition Program Specialists, and Breastfeeding Program Specialists with the development of innovative best practices and strategies for state and local agency improvement.
- Assists with review and update of the Procedures Manual based on changes to the state and/or federal guidelines.
- Drafts, revises, and/or creates Standard Operating Procedures, as needed.
- Provides Subject Matter Expert input to WIC Technology, DPH Information Technology (IT) and WIC Training to assist with the development of quality IT systems and education programs.
- Other duties as assigned by leadership.
Minimum Qualifications
Bachelor's degree in a related field from an accredited college or university and five (5) years of experience performing work related to the area of assignment, which includes two (2) years in a managerial or supervisory role or one (1) year of experience at the lower level Healthcare Prgm Consultant 3 (HCP092) or position equivalent
Preferred Qualifications
Preference will be given to applicants who in addition to meeting the minimum qualifications possess the following:
- Bachelor’s degree focused in: Food and Nutrition, Community Nutrition, Public Health Nutrition, Nutrition Education, or equivalent degree.
- International Board-Certified Lactation Consultant (IBCLC)
- Master’s degree with emphasis in Nutrition, Public Health, or the equivalent
- Two (2) years of experience in an education, social service, maternal and child health, public health nutrition field or breastfeeding peer counseling; as well as working across remote locations to monitor for compliance and increase efficiency
- Has one of more of the following skills and experience:
- Program development
- Patient Centered Counseling (PCE) and Motivational Interviewing (MI)
- Social Media Design and Analytics
- Community action experience
- Participant advocacy experience
- Education background and experience in the development of educational and training resource materials
- Breastfeeding promotion, education, and support
- Familiarity with WIC program policies and procedures
- Excellent written, oral interpersonal and presentation skill with the ability to effectively interface with internal and external senior leaders
- Ability to provide solutions-based coaching, guidance and follow up with remote clients.
- Excellent judgment and creative problem-solving skills related to providing quality consultative services, change management and conflict resolutions skills.
- Ability to be able to coach others and set priorities and define action plans and metrics
- Strong meeting planning and facilitation skills
- Analytical skills with ability to create relevant reports for a variety of stakeholders
- Able to work effectively in a high stress changing environment
