Main Purpose of Job
The mission of the Maternal and Child Health Bureau is to promote and improve the health and well-being of women, children, and families to eliminate inequities and improve outcomes in Maryland. Our initiatives strive to strengthen and support the maternal and child health system of care to ensure the availability and accessibility of high-quality preventive, primary, and specialty care services.
This position will serve as the Reproductive Health Lead for the Maternal and Child Health Bureau. In this role, they will oversee initiatives to reduce unintended pregnancy, including: the Title X Family Planning Program, Upstream USA partnership, and other contraception access initiatives; adolescent sexual and reproductive health programs, including comprehensive sexuality education; manage collaborations and partnerships to promote reproductive health; drive bureau-wide initiatives related to reproductive health goals within MDH’s Women’s Health Strategy; and lead statewide strategic efforts to improve reproductive health policies, access, services, and awareness. The position shall develop planning tools, systems, and processes designed to monitor and evaluate program performance as well as for fiscal oversight and management. This position is highly strategic and works with Maternal and Child Health Bureau leadership and external reproductive health leaders and stakeholders to set priorities and provide long-term direction along with consultation and technical assistance regarding MCH program policy, procedures, and management/oversight.
This position will serve as a subject matter expert in reproductive and adolescent health and will lead the development, revision, and operationalization of the reproductive health and comprehensive sexuality education strategies for the Department. This position will oversee the program portfolio and staff within the Title X and adolescent sexual and reproductive health programs, which consist of four Federal funding streams.
Minimum Qualifications
Qualified candidates must possess a Bachelor's degree from an accredited college or university, 6 years of professional experience in health or human services, including 3 years at the managerial or supervisory level.
A master's degree will substitute for 1 year of health or human services experience. Additional professional experience in health or human services will substitute for the bachelor's degree at the rate of 1 year for 30 credit hours.
Desired Or Preferred Qualifications
Preferred candidates will have experience implementing reproductive health programs, including adolescent sexual and reproductive health.
