The Bureau of Family Health and Nutrition (BFHN) within the Massachusetts Department of Public Health (DPH) is seeking a passionate Maternal and Child Health (MCH) Program Coordinator to strengthen statewide efforts in improving the health and well-being of children and families. Duties and Responsibilities (these duties are a general summary and not all inclusive):

Coordinate implementation of the Title V State Action Plan and the BFHN Racial Equity and Family Engagement Strategic Plan, engaging diverse internal and external partners.
Plan, facilitate, and support workgroups, learning communities, and stakeholder meetings, including agenda development, communications, and logistical coordination.
Collect, analyze, and interpret qualitative and quantitative data to assess maternal and child health outcomes and inform program and policy development.
Prepare accessible reports, policy briefs, and summaries, ensuring findings are communicated effectively to stakeholders and decision-makers.

Lead data and narrative coordination for the Title V Annual Report, including drafting and supporting submission to Health Resources and Services Administration (HRSA).

Support performance measurement, evaluation, and continuous quality improvement activities, applying a racial equity lens to all processes.

Conduct literature reviews, landscape assessments, and community profiles to guide evidence-based program and policy initiatives.

Organize and conduct key informant interviews, focus groups, and surveys with youth, families, providers, and community partners.

Ensure equitable community and family engagement by coordinating translation, interpretation, and compensation for participants.

Contribute to special projects, state collaborations, and infrastructure-building efforts while pursuing ongoing professional development in MCH, racial equity, and leadership.

Required Qualifications:

Knowledge of human resource management principles, including organizational development, supervision, planning, and forecasting.
Familiarity with work simplification methods and techniques to improve efficiency.
Proficiency in preparing charts, graphs, tables, and general reports to communicate data effectively.
Strong ability to analyze data, draw conclusions, and develop sound recommendations.
Skilled in gathering, organizing, and presenting information using proper formats and procedures.
Excellent written and verbal communication skills, with the ability to write concisely, give clear instructions, and present ideas logically.
Capacity to supervise and motivate staff, assign and review work, provide training, and address performance issues appropriately.
Demonstrated ability to establish rapport, maintain collaborative relationships, and interact tactfully with diverse stakeholders.
Strong adaptability in responding to changing priorities, situations, and program needs.
Sound judgment, discretion in handling confidential information, and commitment to maintaining accurate records.

Preferred Qualifications:

Experience working with maternal and child health programs, Title V initiatives, or other federal/state public health programs.
Experience working with community-based organizations, health care providers, and families to inform policy and program design.
Demonstrated commitment to advancing racial equity and health equity in program planning and evaluation.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.*

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.*

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
