Description

The Department of Public Health (KDPH) has a variety of programs focused on the health and well-being of Kentucky’s citizens. This position works in the Division of Maternal and Child Health (DMCH) as part of the team that oversees the Health Access Nurturing Development Services (HANDS) program. HANDS is a home visitation program for new or expectant parents to support and promote healthy pregnancies, infants, growth, and development. This position researches and analyzes complex healthcare-related issues, including health data and health policy, as well as organizing, directing, supporting, and implementing studies to determine healthcare needs and resources for the HANDS program.

Responsibilities include but are not limited to the following:

Researches and analyzes complex healthcare-related issues related to maternal and child health, including social determinants of health, and provides a special focus on outcomes related to Kentucky families, such as preterm births, infant mortality, neonatal abstinence syndrome (NAS), maternal mortality, substance use disorder (SUD) and their challenges and effects on HANDS participants.
Recommends policies, goals and strategies to leadership based on research analysis focused on home visiting data and best practices from state and federal resources.
Assesses current HANDS practices to recommend additional tools or elevated practices with a targeted consideration of screening tools.
Coordinates work with team members to review data, site visits, surveys, and studies to assess quality practices and program alignment with HANDS model fidelity.
Works with leadership and team to recommend enhancements or new practices based on findings to increase outcomes for families, programs, and model fidelity.
Evaluates and drafts HANDS policies and procedures, including the HANDSbook and Appendices, to ensure compliance with statutes and funding streams.
Monitors and disseminates federal and state information to leadership regarding policies, statutes and regulations, funding opportunities, studies, evaluations, etc., to ensure leadership is informed of shifting guidelines and opportunities.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Four years of professional experience in managed health care, Medicaid, Medicare, health insurance claims/systems, health care research, health care planning, health care policy development, health care administration, public health, or population health.

Substitute EDUCATION for EXPERIENCE: Graduate work in planning, public health, public administration, health administration, business administration, or a related field will substitute for the required experience on a year-for-year basis up to two years.

Substitute EXPERIENCE for EDUCATION: Professional experience in the preparation of health care reports, health care audits, health data tables, or development and implementation of health plans will substitute for the required education on a year-for- year basis.

Incumbents working in this job title primarily perform duties in an office setting.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
